West Virginia VINE is the state custody-notification service reached through VINELink. The West Virginia Division of Corrections and Rehabilitation VINE page says the system supports anonymous custody checks and notification registration. State coverage is broad. It includes all ten regional jails and all state correctional facilities. That makes VINE relevant to a Lincoln County case held at Western Regional Jail and Correctional Facility and to a sentenced person held elsewhere by WVDCR.

The county does not operate its own adult jail. Western sits in Barboursville and serves Lincoln with four other counties. A Lincoln arrest can therefore produce a Western record even though the physical facility is in Cabell County. The Lincoln County Sheriff may make an arrest or transport someone, but it does not run Western's custody feed. VINELink should be searched under West Virginia and the reporting agency shown on the correct person's record.

A missing result is not proof of release. It can reflect a name mismatch, a data delay, a move between systems, sealed information, or a jurisdiction outside VINE coverage. Check the official WVDCR regional-jail or prison search that fits the custody type. For a recent Lincoln regional-jail event, Western is the likely facility. For a state sentence, DOC search mode is the better cross-check.

A transfer means custody continues. Parole means physical release can occur while correctional supervision remains. A discharge can refer to the end of a term or supervision, depending on the record. Read the event before describing what happened.

When an alert is unclear, compare it with the Lincoln court order and WVDCR release or movement record. The court explains legal authority. DCR records the physical event. VINE corroborates the reported change. Those sources may update at different times without any one of them being false.

Lincoln VINELink Transfer Delays

West Virginia warns that transfer notice is delayed until the person reaches the receiving facility. That rule creates an information gap. Someone may stop appearing in a Western current view before VINE reports arrival elsewhere. Silence during that gap does not establish that the person entered the community.

Wait, check again, and ask WVDCR for the after-the-fact transfer destination if the change remains unresolved. Policy Directive 142.00 identifies transfer destination after the event as a public corrections field, subject to the applicable request and redaction rules. A state-sentenced transfer should then be checked in the WVDCR prison-search channel. Transfer to another county, state, federal, or immigration authority must be checked with the receiving jurisdiction. An absence from Western, a quiet alert channel, and a court disposition still do not equal one proven release event.

Note: Ask for the release or movement event, not all records, so WVDCR can identify the narrow public fields tied to the person and date.

Confirm Lincoln VINELink Releases

VINELink has three core limits. It depends on agency feeds. It does not cover every custody system. It is not a certified record. A result that says released or out of custody indicates what the participating feed reports, but the display may not include the exact reason, destination, or final supervision state. The same care applies to a no-match result.

Use the source that answers the unresolved question. Western or WVDCR can document an actual release or transfer. A Lincoln magistrate or circuit order can show bond, dismissal, sentencing credit, probation, or another legal action. The DOC search is for a sentenced state offender. BOP data is for federal Bureau custody, and ICE data is for immigration detention within its own limits. The State Police registry applies only to people legally required to register and is not a general release search.

The strongest proof combines the right records. A certified court order establishes legal authority. WVDCR's actual release or movement field establishes the recorded physical event. A receiving agency confirms continued custody after transfer. VINELink supplies a useful alert and cross-check, but it should not be made to answer questions that belong to those records.
